PTA Terminates License of Instaphone
Pakistan Telecommunication Authority (PTA) has, with immediate effect, terminated the license of M/S Pakcom (Instaphone) on account of Company’s failure to pay its outstanding dues. The payable amount would be recovered under Section 30 of the Pakistan Telecommunication (Re-organization) Act. The Authority has issued a detailed determination in this regard.
According to details, M/S Pakcom’s license was renewed on April 19, 2005 for another term of 15 years against the price of US$ 291 Million payable in installments as per the license conditions. The licensee failed to follow the payment schedule provided in its renewed license. The licensee, through its representative from time to time, requested the Authority to allow time to make the outstanding payments. Inspite of every concession, to the licensee, in terms of time and its persistent failure to make the payments, action, including show-cause, was initiated as per Section 23 of the Act, which was neither satisfactorily replied nor outstanding dues paid.
In the final hearing on November 29, 2007 the representative of M/S Instaphone requested for further time to make the payments but without any cogent evidence or specific date for the same. The Authority’s considered opinion is that the licensee’s contravention of the terms and conditions of the license regarding its financial obligations is grave and persistent, resulting in the termination of its license. PTA has also directed Frequency Allocation Board to immediately withdraw its frequency spectrum assigned to M/S Instaphone.

Hackers quickly move to exploit Bhutto assassination

Within hours of yesterday's assassination of former Pakistani Prime
Minister Benazir Bhutto, malware makers exploited the breaking news to
dupe users into downloading attack code, security researchers said
Friday.
Searches for news about Bhutto's killing and the ensuing chaos in
Pakistan listed sites pimping a bogus video coder/decoder (codec),
said analysts at McAfee Inc., Symantec Corp. and WebSense Inc.
For instance, WebSense found such a site simply by using "benazir" to
search on Google. Meanwhile, McAfee quickly located 10 sites hosted on
Blogger.com, Google Inc.'s blog service, that were spreading the fake
codec.
The sites use the well-worn tactic of promising a video -- in this
case one of Bhutto's assassination -- but telling Windows users that
they need to install a new high-definition video codec, the program
that decodes the digital data stream, to view the clip. Naturally, the
so-called codec is no such thing, but is instead rigged code that
downloads a variant of the Zlob Trojan horse, a back door that can
infect the compromised PC with a wide range of other malware.
"Even death isn't sacred to some," said Symantec researcher Vikram
Thakur in a post to the company's security response blog.
Other hackers are relying on the news of Bhutto's assassination to
draw users to sites that forgo the codec angle and instead conduct
drive-by attacks, said Rahul Mohandas, a security analyst at McAfee's
Avert Labs unit. "There are a plethora of sites which attempt drive-by
installations when unsuspecting users visit search-engine results for
'Benazir Bhutto,'" said Mohandas in a post to the Avert Labs blog this
morning. "Many of these compromised pages have malicious scripts,
which point to the 3322 domain. These pages contain obfuscated
variants of the MS06-014 exploit, which is perhaps one of the most
popular of all the exploits we see on a daily basis."
MS06-014, issued in April 2006, patched a critical vulnerability in an
ActiveX control that is part of Microsoft Data Access Components
(MDAC), which are packaged with Windows XP and Server 2003.
Shilling bogus codecs is a popular pastime of attackers. The technique
has been used to plant malware on PCs from singer Alicia Keys' MySpace
page, for example, and was the vector used by hackers who went after
Macs last month.

Stock of CallMate
The company posted loss after taxation of Rs 359 mn (LPS of Rs. 5.50) in FY07 as compared to profit after taxation of Rs 603 mn (EPS of Rs. 9.23) in FY06. The investors and analysts were expecting profitable results but loss has shocked the overall investor's sentiment.
Yesterday the game started after 12 pm when callmate again hit the lower lock at Rs12.20, but after 12 pm the buying started both in open as well as in odd lot markets and this continuous buying from some brokers helped close the scrip with its upper lock at RS 14.20. The overall 6.6 million shares were traded in open market. Shujaat Ali Qarni, the new chairman of the Callmate Telips, is now looking to reestablish the company. Callmate has to pay off around Rs.1 billion payable to PTCL.
According to our sources the officials of Pakistan telecommunication authority are also negotiating PTCL management about these huge liabilities.
We expect that in the coming weeks there may be some changes expected in Callmate Telips Company.

The media educator John Culkin remarked: "We don't know who discovered water, but we're certain it wasn't a fish." The observation summarizes why I recently pitched Jeff Pulver on relaunching FWD, the VoIP operator formerly known as Free World Dialup. (Disclosure: I am helping Pulver relaunch FWD.)
Though not as well-known as Skype or Vonage, FWD, now 12 years old, is the longest-surviving VoIP company in the world. From the beginning, FWD distinguished itself through advocacy efforts (e.g. FCC Pulver Order) and enabling tools (e.g. free SIP device registration), which helped the company attract some 700,000 registrations.
FWD does not seek to provide a communication service as much as empower amateurs to create their own communication solutions. The do-it-yourself ethic saves end users from waiting for the so-called experts to awake from their telco-trance and figure it out for us.
A decade into an Internet-enabled communications era, most communication offers remain bound by 20th century definitions. Consider the examples of SunRocket and the newcomer, Ooma. We can debate the technical innovation or pricing advantage(s) of their respective products, but both companies viewed the world through a telco lens focused on one thing: Getting a share of profits enjoyed by entrenched telcos.
The usual business theory that success depends on providing better value to consumers falls short in the case of telco startups. It fails due to two line items on the income statement: 'marketing expenses' and 'COGS (cost of goods sold). Marketing is expensive because it's hard to win customers.
New entrants like Ooma will spend far more on customer acquisition than incumbents ever have, because incumbents acquired their customers in a monopoly context and now need only invest in retaining them. Incumbents own the telephone network, too, which puts new entrants at their mercy for interconnection, inflating COGS. There are still more expense traps for new entrants that survive the marketing and interconnection gauntlets (just ask Vonage.)
The death rate of start-ups that touch the telephone network remains near 100%, but startups pursuing new ways to enable voice communication need not limit their efforts to improving the telephone call, because "communication" is not synonymous with "telephone call." After all, a telephone call falls woefully short as an alternative to meeting someone in person. The audio quality of telephone calls compares unfavorably to even AM radio.
FWD sustains itself through a membership option to keep the focus on communication rather than billing systems. Ooma represents a step in the right direction. It trades the usual services model for a consumer electronics model, but the Ooma device still has to compensate for a ton of telephone network baggage.
The arrival of the Internet can release us from the limitations of the telephone network, yet so far we have been inexplicably unwilling to use this key to our freedom to venture outside the telephone network prison. Even as the experts tell us the price of a voice call will drop to zero, both AT&T and Verizon managed to enforce price increases in the last 12 months.
This is one reason why calling costs still leave two thirds of the world's population with few, if any, communication options. Yet all this can change for those following FWD's lead: Imagine a communication future as if the traditional phone network never existed.

Deregulation of a Monopoly / Karachi Electric Supply Corporation II
Just this morning at about 9-45 am I had a detailed discussion with the electricity regulator known as NEPRA in Islamabad, whereby I had sent and eMail just 4 days before for an NOC for wind power on self finance basis, but an NOC whereby the KESC will install a digital meter which will allow Reverse Metering for the units generated by Wind Power and not consumed for any reason, will be sent to the KESC network, and will be absorbed the KESC. Hence a consumer will get credit by reversing/debiting the units, which means you are reducing your units burned from KESC, or have a plus or credit depending on the units generated.
In view of the wind velocity, which is good in coastal belt of Karachi, Thatta etc., the wind power is cost effective. Some initiative of wind farms at Thatta where land is provided free to establish wind farm for power generation, and the ultimate power will be purchased by WAPDA at guaranteed rate, and gaurateed by the Govt. They are in process and will be comissioned shortly.
Probably what I'm told by the DG Nepra yours is the first case/application we've recieved, and will consider the case.
I have mentioned the just few days before deregulation of power utilities in the EU on the pattern of UK, whereby local utilities as gas which are pipes, and cable of electric utilities can share with other local utilities duly licensed by the Govt., will be allowed at the EU.
I had exactly quoted him the telecom., sector deregulation, and the monopoly of PTCL wires, and the case, which sounded very, very interesting to the gentleman on line, who had to rush for a meeting immediately, and wanted to discuss the area.
With alternate energy, the important cost effective in coastal as Karachi is wind power whereby utilities are established in EU for supply of power as low as 6 cents per KW/hr, with cost/benefit ratio.
I'm trying to locate wind data which studies has been carried out by various private and Govt. entities which indicates the exact wind velocity, to justify the establishment of wind mill to generate power. In some areas as the area where I live, there isn't enough wind, in view of buildings, and other reaons, so the power will not be irregular. In such cases the power generated can be taken at an invertor, and then a/c. current could be used, or sold to the KESC as per production of the wind cycle.
The most important area is the grant of licenses to the local, or community licenses utilising the KESC network to supply electricity to commercial, domestic and industrial units. The optimum size power generation could be utilised for thermal, and wind power.
In my discussion just this morning I have mentioned the case of deregulation of PTA and how it has successfully been appreciated.
The EU case model and deregulation is very interesting and should be studied and be taken on its own merits to Pakistan consumer, to overcome the scarcity particularly Karachi.
Hence investment could be pooled from community based on a community group or companies managed and owned by the group leader/member and operated effectively, with the sense of ownership, and cost benefit.
Regarding MQM they're saying now in todays newspaper to put a waiver for June bill to the consumer from KESC. They don't realise the KESC with deficit of almost a couple of million deficit each month, is running in heaviest losses, at the current rate. If the bills are not paid by the consumer for one month, how they will pay the salaries, and how they will purchase fuel, consumables etc., Making slogans for giving free for one month for the whole city of Karachi is non sense.
The most important breakthrough will be the breakup of monopoly of WAPDA/KESC, which I think is the right time to be taken on the platform of deregulation in other markets, and also India.
This will be a contribution to the society for self reliance, and entrepreneural spirit. I see the future exactly on the pattern of the telecom., sector de-regulation and licensing in the power sector, exactly on what you have highligted is the breakup or divesture of Bell operating companies.
Let's do something for our teenagers, for our communities, for our city, for ourselves.

PTCL which used to charge 120 rs a min to call the US now offers the same for 1 rupee a min.
Pakistan now has the CHEAPST Cell phone service, in compare to ANYWHERE in the world, and yet the phone companies still make A LOT of money.
Today I saw a program on AAj TV About the Electricity problems of Karachi, and I do not know why no one has suggested to request the Govt to step in and form a new Body to GOVERN The electricity and allocate private companies to come in and become the power providers just like they did for phone service.
The Chairman of WAPDA according to this program says that there will be no power for the cities like Karachi for the next 7 years.
I have 2 small suggestions:
1. What My Suggestion is that Pakistan Govt can issue the licenses for 10 nation wide and 100+ local companies to privately provide power to the consumer.
This can be done in multiple phases, and a Urgent license can be issued instantly, and then a good policy can be made about the power policy and announced next year.
2. The Govt should also remove any and all taxes and duties on import of alternate energy tools for consumers, like a 5kva wind generator from China now costs only 4000$ (I have already ordered mine) which will not create pollution and nor will cost the consumer any money in future , and will only be used by the consumer to have power, thus generating more productivity for himself and others around him.
5 out of 5 licenses should be awarded to international companies and 5 to local companies, so that we can benefit from both national and international experiences.
I think that since this problem is in majority in Karachi, MQM should take this seriously and have this done really quickly by the President or the national assembly.
How will this actually work:
In the telecom world a very simple example is of DSL service, PTCL gets money on every connection that runs via the wire of PTCL by say multinet and multinet can still compete based on the quality of service with PTCL and give better service to consumers on the same wire.
The same Copper wire of KESC can be used by the private company and they can pay a fee to KESC for using there wire, unless they can provide there own wire to the consumer.
The Private Power concept is not something new, and is done at this time in United Kingdom and in the United States.
I request you to forward these 2 small suggestions to those who actually matter, and who can get this done for us.
